
Colorado Enacts Significant Wage and Hour Amendments – On May 22, 2025, Colorado enacted House Bill 1001, which makes several important changes to the state’s wage and hour laws.

Connecticut Amends Employee Leave Laws – The Connecticut legislature has passed amendments to its laws on paid sick leave (PSL), paid family and medical leave (CT Paid Leave) and state family and medical leave (CT FMLA). Gov. Ned Lamont has indicated he will sign the state bond bill containing the amendments.

Minnesota Amends Meal and Rest Break Requirements – On June 14, 2025, Minnesota enacted Senate Bill 17, which expands existing meal and rest break requirements and imposes penalties for noncompliance. The amendments become effective on Jan. 1, 2026.

Minnesota Amends Paid Sick Leave and PFML – Minnesota has enacted changes to its earned sick and safe time (ESST) and paid family and medical leave (PFML) laws. The amendments were passed in a special legislative session as part of a budget measure.

New York City Amends Paid Sick Leave Rules for Prenatal Leave – New York City has amended its rules for the city’s Earned Safe and Sick Time Act (ESSTA) to incorporate the state law paid prenatal leave requirement that took effect Jan. 1, 2025. The city’s new rules differ from the state-paid prenatal leave requirements with respect to employers’ written policies, employees’ notification of the need for leave, documentation of leave, and penalties for violations. The city also issued an updated paid safe and sick time notice for employer use. The amendments to the ESSTA rules take effect July 2, 2025.

New York Increases Jury Duty Pay – As part of the 2025-26 budget bill, New York amended its judiciary law to increase the daily allowance for jurors to $72 from $40 per day for New York state, town, and village courts. The increase took effect June 8, 2025.

Oregon Expands Age Discrimination Protections – On May 22, 2025, Oregon amended its antidiscrimination law to expand age discrimination by prohibiting employers from making age-related inquiries during the hiring process and restricting the use of age limits in apprenticeships. The amended law takes effect on Sept. 28, 2025.

Oregon Leave Law Amendments Take Effect in September – Oregon has passed Senate Bill (SB) 69, amending its family leave, paid family and medical leave, and paid sick leave laws, with the revisions going into effect Sept. 26, 2025. Key changes address leave to care for children, return-to-work certifications, and qualified reasons for paid family and medical leave.

Vermont Expands Parental and Family Leave – Vermont has enacted H. 461, a bill that significantly amends the state’s Parental and Family Leave Act (PFLA), which provides unpaid employee leave for family care purposes. Among other changes, the bill includes a definition of “family member” and adds coverage for safe leave, bereavement leave, and military exigency leave. The bill also makes recovery from childbirth and miscarriage covered events. The amendments take effect July 1.

Washington Amends PFML to Limit Stacking, Expand Job Protection – Washington state has passed amendments to its paid family and medical leave (PFML) program. Notable changes reinforce the requirement that PFML run concurrently with leave under the federal Family and Medical Leave Act (FMLA). Other provisions expand job restoration and affect the continuation of health care for employees on leave. The state is also tasked with creating a notice of PFML rights. The amendments take effect Jan. 1, 2026.
