California Updates EITC Employer Notification Requirements – On July 10, 2023, California adopted Senate Bill (SB) 131 to update requirements for employers to notify their employees that they may be eligible for the earned income tax credit (EITC). California’s Minimum Wage Rate to Increase on Jan. 1, 2024 – The California Department of Finance (the Department) has announced that the state hourly minimum wage will increase to $16 per hour on Jan. 1, 2024. The new rate will apply to all employers, regardless of how many individuals they employ. Read more: California Legal Update

Illinois Amends Smoke Free Illinois Act – On July 28, 2023, Illinois amended the Smoke Free Illinois Act (Act) to include the use of electronic smoking devices, such as electronic cigarettes. The amendments become effective on Jan. 1, 2024. Read more: Illinois Legal Update

Minnesota Increases Minimum Wage Rates for 2024 – On Aug. 23, 2023, Minnesota’s Department of Labor and Industry announced the minimum wage rate in the state will increase for 2024. Starting Jan. 1, 2024, large employers in Minnesota will need to pay their employees at least $10.85 per hour. A lower rate of $8.85 per hour will apply to small employers, some new hires, and youth workers. Read more: Minnesota Legal Update

Oregon Issues Rules for PFML Program That Starts Sept. 3 – The Oregon Bureau of Labor and Industries has published new permanent and temporary rules clarifying and implementing aspects of Paid Leave Oregon, the state’s paid family and medical leave program. Paid Leave Oregon begins offering benefits Sept. 3. The permanent rules took effect Aug. 1, while the temporary rules go into effect Sept. 3 and expire Feb. 29, 2024. Read more: Oregon Legal Update
